Programs

PROGRAM SERVICES:

Public Safety

The Public Safety Program aims to increase the quality of life for all residents with an emphasis on reducing crime in Southwest, Baltimore neighborhoods. The program addresses drug activity, violence and unemployment in the community. Employment education and services are provided to the ex-offender population. An important aspect of the program is to visibly increase the overall cleanliness of  neighborhoods, improve the quality of green, open space and contribute to the overall feeling of safety in the community.  In addition to issues of personal safety, the program addresses vacant housing,  housing code violations, trash and dumping.

Workforce/Youth Development

The Workforce and Youth Development Program focuses on providing services to ensure that clients can grow in regards to education and employment. Classes in life skills and job readiness are offered. The program emphasizes helping individuals to remove obstacles preventing them from being successful in their education and employment.

Commercial Revitilation

WPNPC since its inception has worked to revitalize the commercial districts of the neighborhoods it serves. Its aim has been to develop commercial areas with a diverse retail mix, appealing merchandise and storefronts, and job opportunities that create economic vitality and enhance the quality of life for residents and business owners.

Commercial revitalization efforts include increasing pedestrian lighting throughout business districts. Address trash and other sanitation issues to improve the appearance of a commercial district. Increase tree planting and greening activities to shade and beautify a commercial district. Restore open spaces in and near commercial areas.

One component of this effort is to assist property owners in the rehabilitation and revitalization of properties. In most cases, this is carried out with special attention to maintaining the historic façade of the property.

The neighborhoods of Southwest, Baltimore are historically working-class communities with roots in the B&O Railroad. After several decades of decline and population loss, the community is being revitalized and is generating interest from people seeking affordable housing for purchase, developers who see potential in its downtown location and industrial buildings, and businesses that can provide services to growing numbers of residents and workers.

Literary Services

The Literacy Program focuses on preparing adults and out of school youth to sit for the Maryland Department of Education GED examination. The emphasis is primarily on reading comprehension, writing and math. Instruction is delivered in a number of formats including; small group, individual and computer assisted instruction.

NEW SERVICE- YEARN (Youth Education Advocacy Reconciling Neighborhoods).

As WPNPC’S newest program, YEARN addresses delinquency issues among youth in the community. The program works to improve the lack of support services and recreational activities for youth and lessen the number of arrests. YEARN is funded through the Maryland State Governor’s Office of  Crime Prevention and Control.

WPNPC ALSO PROVIDES
The Maryland Energy Assistance Program (MEAP) and Weatherization Program.
